These will be shut down as of Sept 13, 2011:
Others are still up and running. And, Yahoo offers a complete Q&A on its blog.

The suggestion is from Trip Chowdhry, who noted it in a communication to his clients. That document does not seem to be public. There are so many errors in the IB Times article discussing the note, errors I fear are from the original note, I am very skeptical. The article suggests the change "could reduce its [Yahoo's] operating costs by about 2 percent to 5 percent." Chowdhry is an analyst at Global Equities Research.
This same fellow made the same suggestion in 2009 after some Yahoo layoffs (APB coverage)!

Now comes version 2! “Version 1 of the dataset had shapes for around one hundred and eighty thousand (180K) WOE IDs, and now we have shapes for roughly two hundred and seventy thousand (270K) WOE IDs. Woo.” The dataset is under CC0 license (public domain). And, if I understand correctly, the originals were not Esri shapefiles but in Yahoo’s own XML. The new data is in GeoJSON.

(Observation: The Yahoo post was 1/8/11 and this is the first I heard of it. Yahoo’s relevancy is sadly lower than ever in geo.)

First off, the shapefiles built off the geotagged Flickr photos is now available for download. Second, you can get the WEO IDs database. Details. The are under different Creative Commons licenses.
The “data” in these have been available via API, but if you want them local for some reason, now’s the time to download.

Narrow your search further:

Most notable [of Yahoo’s announcements at Web 2.0 Summit] was its unveiling of a service called Local Offers that it said will give users information about local merchants along with coupons and information on deals at stores in their neighborhoods….“Yahoo’s approach is different. It isn’t focused on creating yet another check-in service or a place for consumers to submit ratings and reviews,” [Augie] Ray [an analyst at Forrester Research] said. “Instead, Yahoo is offering the kind of neighborhood-based content that people want. The design is simple and works well both on a PC and in a mobile browser, which can further help adoption.”
So, I guess you now announce your stuff at Web 2.0 Summit, not at Where or any other O’Reilly event?
