ESRI enables EPA/Microsoft Virtual Earth Deal

The Microsoft mapping program works with several partner companies that design and build solutions that work on the Virtual Earth platform. The company’s partnership with ESRI, a geographic information system (GIS) software company EPA works with, was central in the agency’s decision to license the Microsoft product, [manager of the EPA’s facility registry system, Pat] Garvey said.

Other tidbits:

- Products from Virtual Earth may be expected within four to six weeks.
- EPA plans to use VE to geocode.

I'm uncertain how to read this press release. Does it indicate that ESRI's web-mapping technologies were not "cool and hip" enough for the EPA? Or does it simply mean that Microsoft is partnering with ESRI (which I was unaware of as well) since ESRI software is the basis to create and manage the GIS layers Microsoft will serve up via Virtual Earth? Either way, you'd think that ESRI would be highly disappointed in having a non-ArcIMS/ArcGIS Server app representing the public face of EPA's web-mapping.

To be clear, that's not a press release but an article from FCW. The press release is here and does not mention ESRI:

I too do not know what that statement means.
