How Joberg, South Africa Does Public GIS

The article at the city website highlights a few key ideas:

1) free two-hour training courses every two weeks
2) a free site that includes geocoding and routing and imagery
3) a subscription site (for individuals or organizations) with more detailed imagery, contours, planned development and custom maps

The site (click on "online maps") won a special achievement award in geographic information systems at the ESRI User Conference in 2006.
