Update: Wind Atlas of Spain - Which Open Source Platform?

Those who know more than I have commented and confirm:
(1) It’s an ESRI Web ADF implementation and (2) there was a mis-translation in the article.

The online atlas was announced last week and covered in Renewable Energy. This statement peaked my interest:

Using free-access GIS, the Atlas shows the annual average wind speed and other technical parameters such as wind speed at the different heights normally reached by wind turbines (60, 80 and 100 metres) and even at the height of smaller turbines (30 metres) at “as yet unseen levels of resolution of 100 metres between nodes”.

So I went hunting (I don’t speak Spanish) on the site and found the app. Which “free access GIS” is in use? I’m guessing MapServer. I think identifying the underlying project would be great outreach for open source GIS projects.
