NSGIC: Day Two Keynote

Matt Miszewski CIO, State of Wisconsin, gave the keynote titled “Enterprise GIS: Destroying the Barriers to Borderless Government.” Here are the key points I pulled out of his energetic and entertaining talk.

Government is like the Winchester Mystery House in San Jose, a house constructed by many best-in-class builders, with no plan. It essentially created a mess. “Incremental change is the enemy of real change.” That is, incremental change is too slow, we need radical change – “don’t think outside the box, blow it up.” States need a GIO and that GIO should report to the CIO.
