Update: Esri Launches Storytelling With Maps Contest
I did find the directions here: "Browse all the entries then sign in to ArcGIS Online and use the star rating and comment system to let us know which web map and mobile app you like and why." So, it's not so much voting as rating and commenting.

It's time to vote, but I don't see any information on how to do so (apparently you must have an ArcGIS Online account). But here are the criteria:
The contest asked that users share your most interesting and engaging web map or mobile app for a chance to win a great prize. Entries are based on the effectiveness of making the subject matter interesting and understandable and engaging. The contest started April 29 and ended June 10. During the week of June 10, judges and the ArcGIS community can vote on their favorite web map and mobile app. Winners will be announced in July at the 2011 Esri International User Conference in San Diego.
There are about 50 entries.

Users of Esri software are invited to develop a Web map or mobile app that tells a story, that is "informs, educates, and engages the audience about a topic or event." Prizes include National Geographic atlases and books. Winners will be publicized and promoted at the UC and in the media. Judges include GIS professionals and the ArcGIS community. Deadline for online submission 11:59 p.m. (PDT) Friday, June 10, 2011.
