Asheville, NC
has made some progress releasing open data sets via its online portal, opendatacatalog.ashvillenc.gov. The site currently features crime data, the business license master file, street network GIS data, bus and bike routes and much more. And while it takes some work on the city side to prep the data for public consumption, the efforts are paying dividends.
Per the CIO, the effort tends to get pushed down on the list below police cars and the 911 database, but it's still a priority. The city has already held a hackathon and boasts a volunteer Code for Asheville team, a Code for America Bridgade.

Selectman Robert Lavigne of Holden, MA is looking to develop a 311 type cell phone citizen reportign app.
He’s been working with Town Manager Jacquelyn Kelly and Growth Management Director Dennis Lipka to refine a cell phone that would allow residents to easily report problem situations to the town. The app is still in the planning stages.
Developers suggest the app would cost between $5000 and $10,000 to develop. It's interesting there's a still a need to custom develop such a thing.
