I'm not sure what "low child sex ratios means," but I think it refers to araes with far more of one gender than the other in the younger ages. I guess the implication is this leads to challenges in gender equity.

The idea is to serve underserved, mostly rural areas and get the equipment there fast. If knowledgeable people are present, they can get to work immediately, perhaps before emergeny personnel arrive.
