ESRI Keywords: Authoritative Data, Generic Services

Wyatt Kash, editor in chief at Government Computer News was on the questioning side of the latest interviewwith ESRI's Jack Dangermond.

Dangermond highlights the differences between Google Earth-based Virtual Alabama and ESRI-based Virginia Interoperability Picture for Emergency Response, VIPER. The former copies data to central repository for visualization while the latter is built on a services framework that pulls live data and analyzes it. He recounts the history of online mapping (it started wtih MapQuest). He evaluates how Vivek Kundra is doing and lays out his vision for Web GIS.

A few things stand out in this interview:

- many repeated uses of the terms "authoritative data" and "generic services"
- discussion of a hosting option for ArcGIS online which provides "users additional options to extend their systems"
- a reference to the recent integration of data.gov and geodata.gov (I don't think I was aware of that)

I would be interested in hearing if Virginia is actually hosting VIPER themselves. The last time I looked at it, the services appeared to be on ESRI servers. If it is still on ESRI hardware, I find that problematic.

ESRI responded to my query:

"The State of Virginia, Department of Emergency Management - Virginia Interoperability Picture for Emergency Response (VIPER) is built on ESRI’s ArcGIS Platform, leveraging ArcGIS Desktop and ArcGIS Server as well as ArcGIS Online. Virginia hosts the software and hardware architecture for the application on their own equipment. As they leverage ArcGIS Online for basemap content users will see references to ESRI/ArcGIS Online.

"VDEM leveraged ESRI’s Flex API and our Sample Flex Viewer from the ESRI Resources Center to reduce the time and effort in application development. VDEM then made tremendous contributions back to the Emergency Management community by sharing their best practices and ideas with other states. Specifically, their “reporting by exception” widget that leverages ArcGIS Server’s advanced geoprocessing capabilities to help with alerting decision makers when various thresholds have been exceeded has been very helpful to other states throughout the US."

Reads like VIPER is a strategic investment to position ESRI as the go-to solution for the DHS S&T program called Virtual USA (whatever that is...) and a strong effort by ESRI to blunt the impact of Virtual Alabama and their Google viewer.

Whatever - if the result is real, useful connections then it's a great story.

Next time I think folks would prefer to hear from the owners of the services and how they feel it's helped their communities, rather than reading a puff-piece from ESRI marketing.

Word on the street is ESRI used NGA money and their own services teams to build VIPER. Nice work if you can get it. Too bad VDEM already had a WebEOC installation up and running, and it was working fine. So now VDEM has two common operating pictures. Two versions, two datasets, two sets of information, two presentations, two sources for authoritative data and generic services.

How does that help the VA community?
Does this inject confusion into the process?

I'm sure ESRI is very pleased they have a 'showcase' product right in Washington's back yard so they can show off their stuff. Too bad they stepped on the whole concept of common operating systems and 'generic services'.

So they've got a slick piece of eye-candy to show the DHS and Congressional politicians that ESRI's on the job. Cynical? Nah, just reality.

No issues; it's good for the planet and good business.
