Podcast: The 2009 Federal Geospatial Data Management Oversight Hearing

Last week the House Natural Resources Committee, Subcommittee on Energy and Mineral Resources held an oversight hearing on "Federal Geospatial Data Management." The committee led by Rep. Jim Costa, heard testimony from federal, state, private industry and professional organization representatives. Our editors look at what was said and what the hearing may mean for the future.

Great podcast, thanks Joe and Adena! You mention at the beginning that you're not quite sure why this hearing happened now. I'm sure others could add to my knowledge of this, but I believe there were several factors in play that resulted in the hearing being scheduled now. The Coalition of Geospatial Organizations wrote a letter to Congressional leadership in January advocating for improved geospatial governance, including a Congressional geospatial oversight committee. Many people followed that letter up with individual conversations with Congressional and Committee staffers, educating them about the need for better governance. In addition, there have been a number of other letters to Congress over the past few months from COGO, NSGIC, GITA, and other COGO Member organizations related to various geospatial issues that affect Framework data and geospatial governance. Those letters undoubtedly played a role. And finally, perhaps a chicken and egg thing, but the Congressional Research Service report on geospatial governance came out just prior to the hearing.

This bill came out now because the sponsor's district includes the USGS' EROS Data Center in Sioux Falls, SD. Rep. Herseth Sandlin (D) wants to bring home the bacon for her home district, and is playing the game for the USGS.

[Wait, you say Feds are not allowed to lobby Congress? ha ha ha ha ha ha]

This is Herseth-Sandlin working the issue for all the old-fashioned reasons, and riding lobbying by external wishers and hopers as a means to an end. Please note the bill has been referred to House Committee on Natural Resources, Subcommittee on Energy and Mineral Resources. That's Washington-insider slang for "dead".

My comments about the timing of the oversight hearing on geospatial governance were based on the first statement made by Adena in the podcast. Her statement was about the timing of the oversight hearing, not about a bill. The hearing on H.R. 2489 regarding the AmericaView program happened immediately following the oversight hearing. It seems there may be some confusion about the two separate hearings, based on what Mr. Belaney said in his comments.

Perhaps there is confusion about the reason why oversight hearings are scheduled - they usually don't occur without linkage to pending legislation, or direct interest by the committee in plusing-up a constituency or program in their area. There's always grandstanding for the press, as well.

In this case, the two are linked.
