Huge Savings on In-house GIS

I agree. GIS is an expense. we are just in the process of adding a GIS to a new product, going down a create our own route we saved ourselves £150,000+ costs provided by other developed applications. OK, the two "options" cannot really be compared, but going down the self develop route allowed us to be in control of the project and retain the IP in the product itself! Its not a very strong argument as a vendor in our own right and it does differ who and what you are, I guess some may say our products are expensive, i'd argue they represent value for money and money that has been invested..:-)

And the GIS providers would say the same!

The article doesn't really explain, but getting their own aerial photography that meets the county requirements rather than off-the-shelf and hosting it internally rather than on a vendor's servers could indeed save money if they have the infrastructure to support it. Being able to sell updates to local utilities and such is an added benefit.
