Two Oblique Imaging Systems for Alachua County, FL

Remote Sensing

The Alachua County Property Appraiser Ed Crapo signed a nearly $200,000 deal in May to acquire Multivision's oblique imagery for the county. Just two weeks earlier, the county's Growth Management Department bought similar technology, at about half the cost, from Pictometry. There are allegations of conflicts of interest, and a lawsuit between the vendors. Most people seem to agree that the duplicate systems are not needed.

Two systems are not needed; but I can see how it happened. If one department or city wants it and has money; they do a procurement for it (they don't always ask around and see who's already using what). In Los Angeles County we've been using Pictometry for almost 5 years now. We started with several County departments sharing the costs. Then we had Pictometry fly the County again and got more County departments (10), thirty (30) cities (LA County has 88 cities and 10 million people) and five (5) other public agencies. Now we're all using the same oblique (and ortho) imagery and viewing software. Oh yeah, and we got it at 4" resolution for the urban areas. The product is better than MultiVision; and it's been tested because we have thousands of users in Los Angeles County.
