Spain May Fine Those Who Program SatNav While Driving

Spain's traffic authority is considering fines of "up to 300 € and the loss of three driving points" for those who tinker with in-car sat nav systems. The country already fines those on cell phones. There's also a call to manufacturers to create systems that can't be programmed while in motion.

No issues; it's good for the planet and good business.
It's ok, but does make me wonder about their motives.
