Update: A California Congressman, five months after the app popped up, is questioning if this is appropriate use of technology and of tax funds, as the developers hail from public universities in California and Michigan.
“I don’t think it’s an appropriate use of technology,” U.S. Rep. Duncan Hunter, R-Calif., told FoxNews.com. “If other governments did this and tried to tell people ways to sneak into the U.S., I’m sure the Department of Defensewould take issue with that. But because American universities are doing it, there’s not a whole lot of outcry about it.”

The latest input on the proposed law is from law enforcement. “A letter from the Peace Officers Association said, “The crippling of important GPS monitoring and the utility of cell phones to seek emergency assistance is not helpful.”“
The final tweaking of the law is expected in May.

“Motorola said the partnership with Microsoft means that a Bing bookmark and search widget will be loaded on cell phones, starting in the coming weeks with phones in China.”
The move appears to be defensive: If Google and China don’t hammer out their differences, Google could pull out of China, leaving Android phones without loaded search and map tools. Motorola had already done a deal to allow users to set their default search to Baidu or others on its phones in China, also “just in case.”
