Those who know more than I have commented and confirm:
(1) It's an ESRI Web ADF implementation and (2) there was a mis-translation in the article.

Jack Dangermond Wants You to Know about this Company (#ESRIUC)
I can say that because he personally invited 34 North to attend this year's User Conference. The company is a successful Web development shop. Their solutions include collaborative portals for natural resource projects. Take for example, Bay-Delta Live, used to monitor the Sacremento-San Joaquim Bay Delta area, a fragile ecosystem. The site lets all the stakeholders share data, maps and comment on key issues. Feeding the sites maps are ArcGIS Server and MapServer.
34 North is working on something else. An open source platform for just about anyone to use to do the same sorts of things. Called OpenNRM it uses OpenLayers to access back end data and has its own homegrown content management, widget management and other tools (list of components). It will be available in late 2009 (website currently says Aug 31) under GPL 2, an open source license.

Recovery.gov Updated: OpenLayers, OSM...
Recovery.gov's maps got an update on Thursday. There are still glitches (like overposting noted by the Philadelphia Business Journal) but it's a step. Per recovery.gov:
The Recovery Board is introducing a new mapping capacity that will give the American people a road map on stimulus spending. For users' convenience, we have placed our maps on a single landing page.
In the coming months, you will see state-of-the art mapping technologies allowing for even better tracking of spending. For now, use our enhanced State Map to track how much your state is receiving in stimulus funds. And take a look at our new Recipient Map detailing major awards to companies in your communities.
Also nice: use of OpenLayers and data sourced to OpenStreetMap with rendering by Cloudmade.
I'm thinking that since ESRI won the latest Recovery.gov mapping contract, things may look different in the coming months.

World Wind Goes to Programming Camp
internalDrive runs programming camps across the country. A recent one held at Stanford was aimed at teens who already know a bit of programming. Their projects involved World Wind, the open source geodata visualization tool from NASA. Among the tasks to the campers:
- code the game of Risk onto World Wind
- code an interface so users could add data and labels to the program
- code in interface so the Wii could control the program
- The Modesto Bee
