Eric de Graaff, an analyst at Petercam, said in a note on Wednesday that the likelihood that TomTom will now be able to acquire Tele Atlas for EUR21.25 a share "has diminished".
He also said that he doesn't expect a higher offer from a rival bidder, but believes it unlikely that the majority of Tele Atlas shareholders will be happy to sell at TomTom's current offer price. TomTom will have to "increase its offer price, accept less than 80% of the shares or abandon the bid completely", he said. "In all cases, it would be negative for TomTom."

The acquisition will create a highly disruptive environment that will threaten the value proposition of vehicle-embedded navigation systems and personal navigation devices (PNDs) alike. Nokia not only will be able to offer the same features on cell phones, but is now in a position to foster many innovation solutions, including the blending of traffic information, location-based information and perhaps even advertising to redefine business models for the navigation space. Going forward, navigation will become a service available on multiple technology platforms, especially cell phones.

GIS has evolved as the new software standard for facility planning and management. It provides new ways to visually display complex data so it is more understandable. GIS is increasingly used for demographic planning and for visualizing facility options, such as school closures or alternatives for redistricting.
